Understanding the indicator
At the national level, the indicator measures the performance of affected country Parties in formulating or revising their NAPs in alignment with The Strategy.
Subregional and regional reporting entities will complement the information provided by affected country Parties by reporting on formulation or revision of SRAPs and RAPs in alignment with The Strategy.
While certain questions, particularly on biophysical and socio-economic data included in the NAP have been moved to CONS-O-10, this indicator assesses whether integration with other existing national plans and policies has been achieved during the alignment process through a simple ‘yes or no’ question.

§     NAP or SRAP/RAP;
§     Other relevant planning documents.
Data sources
Formal act of adoption of the NAP, or any other documentation relating to the endorsement process.

Please note:  depending on your answer regarding whether your country has a NAP aligned with The Strategy (first question), two different sections (for countries with an aligned NAP and for those where the alignment process has not taken place) will be automatically displayed in the template.
 
National contribution to the global target
Only those NAPs/SRAPs/RAPs that have been aligned to the Strategy should be accounted for here.
If you tick to indicate that no alignment process has been completed, the template will automatically disable questions within CONS-O-5 that relate to integration processes and ask you instead about your plans as to when the alignment process is scheduled.
Please also note that if you answer that your country does not have an aligned NAP, CONS-O-10 – which is based on the fact that alignment has been achieved – will be automatically disabled and no entry will be possible for CONS-O-10.
 
Qualitative assessment
The question relating to the alignment and formal adoption of the aligned NAP may not necessarily be linked to the implementation of your NAP. Experience has shown that some countries have advanced on the implementation side, while official or formal approval of the NAP/SRAP/RAP is still pending. This means that it is possible to tick to indicate that your NAP is being implemented but that it has so far not been formally aligned and adopted.

Voluntary national target
If your country has not yet aligned the NAP with the Strategy, the completion of the alignment process by a given date is proposed as the national voluntary target.
If your country has a different national target for this indicator, please indicate it in the text box (please note that you should either confirm your plans to align the NAP or indicate a different target; the two options are mutually exclusive).
 
Qualitative assessment
The qualitative box for this indicator replaces space that in the previous template was dedicated to implementation issues of NAPs/SRAPs/RAPs in the additional information section. Please use the qualitative box to explain difficulties, constraints or positive developments relating to the implementation of the alignment and implementation process of your NAP/SRAP/RAP.

Qualitative assessment
Further qualitative assessment will be required if your NAP/SRAP/RAP has been aligned with the Strategy. This includes whether or not the aligned NAP: (a) has been integrated into national development planning and relevant sectoral and investment plans and policies; and (b) has been formally adopted.
