Affected country Parties develop integrated investment frameworks for leveraging national, bilateral and multilateral resources with a view to increasing the effectiveness and impact of interventions

Number of affected country Parties, subregional and regional entities whose investment frameworks, established within the integrated financing strategy (IFS) devised by the Global Mechanism (GM) or within other integrated financing strategies, reflect leveraging national, bilateral and multilateral resources to combat DLDD
Global target
Percentage of affected country Parties, subregional and regional reporting entities that have developed integrated investment frameworks (IIFs)
≥ 50
2014

To be reported on by
ACP, DCP, SRAP, RAP, UN/IGO, GEF, GM

Understanding the indicator
The indicator estimates the potential leverage of national, bilateral and multilateral resources for combating DLDD, through the quantification of investment frameworks, including those financially and/or technically supported by developed country Parties and/or other reporting entities in affected countries and/or subregions/regions. Investment frameworks to be counted for/reported on are those developed within the IFS devised by the GM or any other financing strategies promoted by other international institutions.
The information provided by affected country Parties will be complemented by the reporting of other reporting entities on the support provided to, or on the establishment of, integrated investment frameworks (IIFs) at national, subregional and regional levels.

Data needed
Investment framework documents prepared along the guidelines devised within IFSs and other financing strategies (including data on the name of the framework and beneficiary country/subregion/region to be provided by DCPs).
Data sources
Relevant national ministries, programme/project documents.

National contribution to the global target
Affected country Parties (ACP) shall indicate whether an IIF has been established in the reporting period or before, and whether the IIF is in use in the reporting period. More detailed information on the nature of the IIF can be provided in the text box.
Developed country Parties (DCP), as well as UN/IGOs and the GEF, should indicate whether they have supported the development of one or more IIFs in an affected country Party, or a subregional or regional institution/organization.
DCPs, as well as UN/IGOs and the GEF, should count all IIFs that have been supported in the reporting period (including investment frameworks that were established in the reporting period, investment frameworks that are still being developed and investment frameworks that have been developed and are in use). Those investment frameworks for which support has been committed (i.e. approved) in the reporting period, but not actually disbursed, should not be considered (or counted).

Please note: if you answer that your country did not establish an integrated investment framework, the following field will be displayed in the “voluntary national target” section below.

Voluntary national target
If an affected country does not have an integrated investment framework, the plan to have such an instrument in place by a given year is proposed as the national voluntary target.
If your country has a different national target for this indicator, please indicate it in the text box (please note that you should either confirm your plans or indicate a different target; the two options are mutually exclusive).
Please note that this applies only to affected country Parties.

Please note: if a reporting entity indicates that it has supported the development of one or more integrated investment frameworks, the following field will be displayed in the “qualitative assessment” section below.

Qualitative assessment
The support provided for the development of IIFs should be complemented by information on the name of the framework and the beneficiary country/subregion/region, as well as on plans to extend such assistance to other beneficiaries in the future.
When providing information on the beneficiary, please first choose the category, that is, “country”, “subregion” and/or “region”, for the drop-down menu to be activated.
Please note that this applies to all reporting entities other than ACPs.
