Public diplomacy which is based on the concept of soft power is currently at the center of academic debate about diplomacy in the 21st century. In fact governments face a major challenge that resides in developing effective public diplomacy and optimize the use of their soft power in a global environment that is rapidly changing. Therefore this course aims to explain what public policy is, how its practice has evolved over time and how the current challenges are being addressed. In a first part there will be an introduction to public diplomacy in the 21st century and in a second part tools and techniques of public diplomacy will be examined.
