Expert Consultant with FAO, IAEA and several regional organizations on drought mitigation (Kenya, Ethiopia, Erythrea, Uganda, Sudan, Djibouti), irrigation and water management (Tunisia, Jordan, Lybia), design of research strategies and evaluation of research on water use efficiency (Sri Lanka, Côte d'Ivoire). Former lecturer at the University of California, Davis, Dept of Land, Air and Water Resources and Division of Statistics.
