The Land Degradation Neutrality (LDN) Target Setting Programme helps countries achieve LDN. It does so by providing guidance to leverage, assess, measure and achieve LDN commitments. An important part of this process is applying lessons learned from countries who have already achieved LDN.

LDN Target Setting Programme lessons provide policy-relevant information for UNCCD Parties, decision makers, and national and international development partners.

The reviews of the LDN target setting country reports are summarized in the LDN Lessons learned report. The report helps countries to prioritize LDN decisions that can increase benefits across a range of sustainable development.

The report provides the following key messages and recommendations:

  • Political leadership: Continued government leadership that guides all relevant sectors should remain at the centre of LDN implementation. This includes fully utilizing identified leverage entry points for LDN such as land use plans, national and local budgets, and targeted public and private investments.

  • National coordination: Each country must have established institutional and technical environments for the implementation of the LDN target setting process, including LDN working groups. It is recommended that countries engage with one another and with relevant institutions  to ensure inclusiveness and gender parity in the composition of working groups to ensure effective LDN engagement.

  • Enabling environment: Countries should include LDN in legal amendments in an effort to strengthen capacity for the development, monitoring and enforcement of legal provisions. Countries should improve coordination between institutions that are involved in the LDN process and ensure implementation of land use plans that integrate LDN principles.

  • LDN monitoring: Countries should strengthen national and regional information systems, which will increase the technical capacity of the main entities responsible for LDN implementation. To monitor the LDN process, countries need to define a set of verifiable indicators at local and national levels for each LDN target.

  • Knowledge sharing: Countries should strengthen mechanisms for exchanging information so that they can share experiences and raise awareness of advanced technologies and techniques, and develop common strategies and policies.

  • Financing: Substantial investment is needed to achieve LDN. Countries should therefore include new and innovative financing options to scale up LDN, such as different types of public-private blended financing.

  • Checklist: Countries can use the LDN TPP checklist to influence the design of TPPs as well as the implementation of LDN. The checklist can also be used by donors to inform funding decisions. It is important to mainstream gender dimensions within national LDN implementation efforts and to integrate sustainable livelihoods and other co-benefits into the LDN targets and associated measures.
