One of the goals concerned the education and training of environmental specialists, the importance and urgency of which had been repeatedly stressed. While the actions taken by UNEP in that area were steps in the right direction, they were still inadequate, bearing in mind the real needs of the developing countries.
Another important UNEP activity had to do with preventing natural disasters and limiting their environmental impact. Romania, which had recently suffered serious flooding and a devantating earthquake, believed that UNEP could make a
valuable contribution to the development of research in that sector and to the organization of warning systems.
