The present report was prepared in response to resolution 40/198 and is based on a study prepared by the Executive Director of the United Nations Environment Programme (UNEP). In the preparation of the study, the Executive Director had the benefit of consultations with high-level officials and experts.
The Plan of Action to Combat Desertification was adopted in 1977, upon the recommendation of the United Nations Conference on Desertification, held earlier that year at Nairobi. The premises on which the Plan of Action was based may be briefly recalled as follows:
