This paper is based on a meeting of experts involved in implementing the Rio agreements that explored how to create "synergies" in national implementation of these international instruments. This is a central challenge for developing nations that must develop specific implementation mechanisms and fulfill obligations involving reporting, training, public education and other activities under the Rio agreements.
