Marcelo Böhlke is Minister-Counselor and Deputy Chief of Mission at the Embassy of Brazil in Moscow. A career diplomat, he joined the Brazilian Ministry of Foreign Affairs in 2003. He has served at the Brazilian Mission to the United Nations in New York as legal counsel, delegate to the Sixth Committee of the General Assembly and member of the Security Council staff; at the Embassy of Brazil in Beijing as head of the Political Section; and at the Brazilian Mission to the International Atomic Energy Agency and Related International Organizations in Vienna, where he was in charge of nuclear security and safeguards.
At the Ministry of Foreign Affairs in Brasília he has worked as assistant in the United Nations Division, special advisor to the Executive Secretariat of the Chamber of Foreign Trade (CAMEX) of the Presidency of the Republic and head of the Mercosur and Environment Divisions. He has participated in numerous international conferences and meetings, including heading the Brazilian delegation at CRIC and Conferences of the Parties to the UNCCD. He was assistant professor of International Law and International Organizations at the Rio Branco Institute and served as a member of the Mercosur Administrative Court in Asunción.
He is the author of books and articles on international law, regional integration and foreign policy. His most recent publication is The International Atomic Energy Agency’s Safeguards System and Special Procedures: Implications for the Brazilian Nuclear-Propelled Submarine Development Program (2022). He holds a degree in Law from UFPel, a master’s degree from UFSC and a doctorate from UFMG in International Law. He was also a visiting scholar at Columbia University and New York University in the USA, and a scholarship holder in the United Nations Fellowship Program in International Law in The Hague and at the International Law Commission in Geneva.
