Garcia Rodriguez is an Agricultural Engineer Specialist in Soils, from the Chapingo Autonomous University, (1987-1991), with a Master of Science in Edaphology, at the Institute of Natural Resources, of the Postgraduate College of Agricultural Sciences, Mexico (1995-1996).Since January 2019, Dr. Garcia Rodriguez is working as the Regional Director of the National Commission for Arid Zones (CONAZA) in the Central West Region of Mexico. He was an assistant researcher at the College of Postgraduates in Agricultural Sciences of Mexico from 1994 to 1996.

Worked at the Ministry of Environment and Natural Resources from 1998 to 2003 as Deputy Director of the National Forest and Soil Inventory, and from 2003 to 2005 as Deputy Director of Watershed Conservation, and in the National Forestry Commission from 2005-2017 as Deputy Manager of Evaluation and Monitoring of Soils and Desertification, National Consultant on Desertification and projects of the Natural Disaster Fund (FONDEN-Mexico) from 2013-2017 and Manager of the National Forestry Commission (CONAFOR) in the state of Coahuila, Mexico in 2018. He has been technical representative of the National Focal Point of Mexico before the United Nations Convention to Combat Desertification between 2002 and 2018, in CONAFOR and as a representative before the National System to Combat Desertification and Degradation of Natural Resources (SINADES), between 2005 and 2016. Organizer of the Fourth Special Session of the Science and Technology Committee and Third Scientific Conference of the United Nations Convention to Combat Desertification, in Cancun (Mexico), March 9-12, 2015.

Member of the Mexican delegation at the 45th Meeting of the Intergovernmental Panel on Climate Change (IPCC), held in Guadalajara, Mexico from March 24 to 31, 2017. He participated as reviewer of the assessment report on Land Degradation and Restoration (2018) of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). He was appointed Vice President of the Bureau of the UNCCD Science and Technology Committee, for the period 2015-2017, representing the Latin American and Caribbean region and was a member of the Political Science Interface of the same convention. He was Vice President of the Bureau of the Committee Review for the Implementation of the Convention (CNULD), for the period 2018-2019, representing the Latin American and Caribbean region.
