From its adoption in 1994 the Convention recognized the importance of capacity building for its effective and efficient implementation. And, as outlined in this document, recognition has only grown stronger with every passing Conference of the Parties (COP).
There have been 14 regular sessions of the COP and each without exception has reinforced the importance of capacity building to the entire UNCCD process.
However, it was at COP 13 that the first standalone decision on this issue was adopted, thus proving inter alia that enhancing and building the relevant capacities for implementation is indispensable to a future successful UNCCD process.
