Luis Domingos CONSTANTINO
LUÍS CONSTANTINO, holds the degree of Meteorological Engineer by St. Petersburg Hydrometeorological University - Russian Federation, where he studied from 1994 to 1999. He holds a Master Degree in Agrometeorology from the University of Zimbabwe, Harare where he studied from 2005 to 2007. From 2004 to 2005, he worked at the Southern Africa Development Community Drought Monitoring Center (SADC DMC) in Harare Zimbabwe, as a Consultant to the World Meteorological Organization (WMO).
From 2008 to 2010, he served as the General Director of the National Institute of Meteorology and Geophysics of Angola – INAMET and from 2013 to 2014, he was the Consultant for Climate Change Issues for the Minister of Environment of Angola. From 2014 to 2020 was the Head of Department for Drought and Desertification in the Ministry of Environment of Angola.
Luís Constantino has participated in many projects on sustainable land management and adaptation projects supported by GEF and national and international agencies, contributed to technical activities of the National Directorate of Environment and Climate Action. From 2020 to 2022 was the Coordinator of the project named “Integration of Climate Change in Environmental Management and Sustainable Land Use” (GEF Project).
He contributed to the formulation and alignment of the Angola National Strategy and Action Plan for Combating Desertification 2030. As the National Focal Point to the UNCCD, served as the Lead Team for the LDN Program and is leading the National Team for development of the National Drought Plan of Angola.
At the COP 13 of the UNCCD, in Ordos, China, he served as Facilitator for the Contact Group 2 for other matters under the Committee of the Whole- COW.
Currently, he is the National Director for Climate Action and Sustainable Development in the Ministry of Environment of Angola. Since 2014 he has been serving as the National Focal Point of Angola to the United Nations Convention to Combat Desertification (UNCCD), to the Intergovernmental Panel on Climate Change (IPCC). He is also the National Focal Point of Angola to the Great Green Wall Initiative in SADC (SADC GGWI) Region.
