Background and mandate

At its sixteenth session, the COP decided (decision 4/COP.16) to establish an intergovernmental working group on the future strategic framework (IWG-FSF). Formed under the COP Bureau, the group is tasked with developing key elements for a new strategic framework beyond 2030. At the seventeenth COP session, the IWG-FSF is expected to deliver the following:

Strategic framework development
Propose key elements including potential goals and targets for the post-2030 framework, based on:

Indicator review and improvement
Assess current indicators used in national reporting to make them:

  • More responsive to future needs
  • Feasible and user-friendly
  • Adapted to Parties’ capacities

Composition

The IWG consists of 20 members: three representatives from each of the five regional groups, nominated by governments via NFPs and STCs. Five additional members come from key stakeholders: three independent scientists, one from international organizations and one from civil society.

  • December 2024: group established at COP 16
  • August 2025 (expected): final member selection
  • December 2025: interim report at CRIC 23
  • August 2026: final report at COP 17

What’s next

Once the terms of reference (ToR) are approved by the COP Bureau, the national focal points (NFPs) and the science and technology correspondents (STCs) will be invited to nominate regional representatives and an open call will be launched for technical experts. The COP Bureau, with support from its subsidiary bodies and the secretariat, will finalize the membership within two months.

To launch the work, the secretariat is preparing a scoping paper for the group’s first meeting that will inform initial discussions and help shape the post-2030 strategic framework.

  • Options for setting goals and targets for the new framework
  • A section reviewing funding opportunities and challenges under the current framework
